“I am going to bring jobs back to the United States like nobody else can!1” It’s one of the centerpieces of Donald Trump’s “Make America Great Again” campaign. Bring back the jobs that U.S. companies have given to lower-wage, foreign workers. It’s a great pledge. One that Trump can’t possibly fulfill and his own record are living proof.
Trump hires cheap foreign workers over Americans.
The U.S. H2-B visa program allows U.S. companies to temporarily hire foreign, non-agricultural workers for low-skill and low-wage jobs. The program only allows 66,000 workers per year, with fairly strict requirements, such as:
- There are not enough U.S. workers who are able, willing, qualified, and available to do the temporary work.
- Employing H-2B workers will not adversely affect the wages and working conditions of similarly employed U.S. workers.
- Its need for the prospective worker’s services or labor is temporary.
Would it surprise you to know that Trump’s Mar-a-Lago Club in Palm Beach has been hiring foreign workers under this program at the exclusion of qualified Americans? According to Federal records acquired by The New York Times, over 300 Americans have applied for seasonal work at the Mar-a-Lago since 2010, and only 17 have been hired. Meanwhile, 685 H2-B visas have been certified between 2008-2015 to fill those jobs.
Is Trump doing his due diligence in trying to hire Americans? Tom Veenstra, an executive at the CareerSource job placement service in Palm Beach told the Times “We have hundreds of qualified applicants for jobs like those.” PolitiFact reports that in 2015 alone, CareerSource placed 1,800 U.S. citizens into seasonal jobs in Palm Beach County. In other words, Trump is barely trying at all to hire Americans despite an overabundance of qualified applicants.
It’s Legal. But is it Ethical?
An H2-B worker can only work for the person who sponsored them. If they quit or lose their job, they go home. The Government Accountability Office reported in 2015 that H2-B workers need increased protection from abuse during recruitment and employment. In particular, “workers fear retaliation if they complain about mistreatment because [they] do not have the choice of working for another employer.” Danny Fontenot, director of hospitality programs at Palm Beach State College, told the Times “You almost have them as indentured servants.”
What’s more, he continued, these workers “affect everyone else’s wages. You can make a lot of money by never having to give your employees raises.” That “you” is the employer. The H2-B program only requires that workers be paid the “prevailing wage,” (read: minimum wage), so if you are the employer, and you are happy to keep cycling through foreign workers, then you can tell anyone who asks for a raise to take a hike.
Why would Trump take jobs away from Americans?
When asked during the March 10 GOP debate, Trump responded “I’m a businessman. These are laws. These are regulations. These are rules. We’re allowed to do it… So I will take advantage of it; they’re the laws.”
He is a businessman, and his “Art of the Deal” is to squeeze as much money as possible out of every situation. Like not paying his bills. Illegally paying himself bonuses during bankruptcy. Or as we’ve seen here, taking advantage of glorified indentured servants.
The Mar-a-Lago isn’t the only Trump property to use them. The Times investigated Labor Department records and found that Trump uses them as builders, at the Trump International Golf Club, the Trump National Golf Club and Spa, his New Jersey golf clubs, and his Virginia vineyard.
If “President Trump” cares so much about American’s jobs, why has he spent years and years explicitly doing the exact opposite? His record on bringing back jobs is about as solid as his casino empire in Atlantic City: totally bust.
