With the clock ticking on Republicans’ power to push through legislation with a simple majority, known as reconciliation, there is yet another plan to strip millions of Americans of their health insurance.
The Graham-Cassidy bill is the creation of Republican senators Lindsey Graham of South Carolina, and Bill Cassidy of Louisiana. It has not yet been scored by the Congressional Budget Office (CBO), but is likely to have a similar effect as the last Republican attempt to get rid of Obamacare, which is to strip upwards of 20 million Americans of their access to healthcare.
NBC News reports that the new legislation, “Would do away with Obamacare’s Medicaid expansion, subsidies for private insurance, eliminate the requirement that Americans have insurance under the Affordable Care Act, and payments to insurers to reduce out-of-pocket costs.” Replacing those would be new “block grants,” In their place, which states “could use to spend on health care mostly as they saw fit.” The pitfall of that, “But the block grant would include less federal spending total, meaning states would struggle to cover the same number of people.”
The people who would suffer most under Graham-Cassidy are the poor, children and those with pre-existing conditions. The plan fundamentally changes the Medicaid program to a capped, block grant system that would result in less money to cover fewer people. States could decide if they wanted to opt-out of the current Obamacare minimum coverage requirements, and let insurance companies sell inexpensive policies known as ‘junk’ policies, that offer extremely limited coverage.
The key vote on this latest attempt to kick millions of people off their health insurance may once again be in the hands of Sen. John McCain (R-AZ). According to Politico, it is unclear which way the ‘Maverick’ of the senate will vote. But if he caves under pressure for the Trump administration, desperate for a ‘win’ no matter how many Americans it hurts, John McCain, who has recently been diagnosed with brain cancer, could single-handedly deprive his fellow Americans of the coverage they need to save their lives.
The deadline for Republicans to pass Graham-Cassidy with only 51 votes is September 30th.
